Conger Enterprises LLC offers a vast collection of training expertise and consulting initiatives in areas of Incident Investigation, Safety Behavior, and Human Performance. Managing Director Dorian Conger uses proven processes that are matched uniquely to the encountered problem. Much of his work is based on the Management Oversight and Risk Tree (MORT) system safety approach, initially developed in the early 1970’s by the forerunner of the Department of Energy. For more than 30 years, Dorian has been responsible for adapting and updating the very same MORT process.

He has provided services to more than 200 clients, including 50 domestic utilities, the U.S. Nuclear Regulatory Comission, the Canadian Nuclear Safety Comission, the Institute of Nuclear Power Operations, NASA, the U.S. Navy, Bureau of Safety and Environmental Enforcement, select chemical and oil concerns, defense-related aerospace organizations, the Envionmental Protection Agency, National Science Foundation, the Chemical Safety and Hazard Investigation Board (CSB), OSHA, Pipeline and Hazardous Materials Safety Administration (PHMSA) and many industrial companies. • Providing overall program planning and management expertise.

• Directing multiple safety performance improvement projects, safety culture improvement projects, and leadership behavior modification efforts with utilities and petroleum chemical companies.

• Writing and developing the Model Root Cause Analysis and Corrective Action Program that has become the standard for the nuclear and oil industries.

• Leading roles in major projects related to the US Nuclear Regulatory Commission acting for both the NRC and on behalf of nuclear materials and reactor licensees.

• Instructing NRC training programs in root cause analysis, incident investigation techniques, and evaluating corrective action programs required for inspector qualification since 1986.

• Drafting the pocket manual “Evaluating Licensee Corrective Action Programs” provided to NRC inspectors. Specifically, we are responsible for integrating the evaluation of safety culture into the NRC inspector training programs.

• Developing and conduct workshops and training with international organizations.

• Planning international assistance-related activities. Including travel arrangement services for overseas travelers with specific knowledge of Federal Travel Regulation (FTR) and policies.
